The UK operates two schemes: Category 1 (EU and designated territories) and Category 2 (all other countries). A Category 2 request goes to the Secretary of State then to the Westminster Magistrates’ Court. The person can challenge on human rights grounds, rule of specialty, and dual criminality. There are multiple appeal stages, giving defence lawyers significant opportunities to resist extradition.
