How does Italy handle Red Notices from countries with which it has no extradition treaty?

Italy can still provisionally arrest individuals subject to Red Notices from non-treaty countries, as Interpol alerts operate independently of bilateral extradition agreements. However, without a treaty, extradition requires a diplomatic request processed through the Ministry of Justice under reciprocity principles, which significantly complicates and delays proceedings. Italian courts scrutinise such requests more carefully, and refusal rates are higher. The requesting country must demonstrate that Italy would receive equivalent cooperation in reverse circumstances. This procedural complexity provides additional grounds for challenging both detention and ultimate surrender in non-treaty cases.
