Does the UAE honour Red Notices from countries with poor human rights records?

The UAE does not systematically reject Red Notices based on the requesting country’s human rights record. Unlike some European states, the UAE has extradited individuals to China, Russia, and Central Asian states despite documented concerns about fair trial standards and detention conditions. UAE courts generally defer to the existence of a valid treaty or reciprocal arrangement rather than conducting independent human rights assessments. Challenging such notices requires CCF intervention to establish Article 3 violations before UAE authorities proceed with surrender.
