A favourable CCF decision on a Preventive Request binds Interpol only with respect to the specific factual circumstances presented. If the requesting state later initiates new criminal proceedings or substantially alters the charges, it may attempt to file a fresh notice based on purportedly different grounds. However, the original CCF decision remains on file and carries persuasive weight in any subsequent review. Additionally, patterns of repeated notice attempts following CCF intervention can themselves constitute evidence of abuse, strengthening future challenges. Periodic monitoring of Interpol databases is advisable even after a successful outcome.
