A single Preventive Request can address anticipated notices from multiple requesting states, provided each threat is substantiated with country-specific evidence. The CCF evaluates each potential notice independently against Interpol’s Rules on the Processing of Data. If the risks stem from coordinated action between states — common in politically motivated cases — this pattern itself becomes a relevant argument. However, a successful outcome against one country does not automatically extend to others. Where threats originate from unrelated jurisdictions, separate legal analyses must be presented for each, increasing the evidentiary burden and complexity of the application.
