This means the requesting state learns you are challenging the notice and may attempt to strengthen their case. However, this notification is unavoidable under CCF procedure. Strategic timing and a well-prepared initial submission are therefore critical, as weak complaints may prompt the requesting state to cure procedural defects before the CCF rules.
