The CCF can still proceed with its review and issue a binding decision even without cooperation from the requesting National Central Bureau. In practice, non-cooperation often weighs against the requesting country, as it prevents them from substantiating the legal basis for the notice. The CCF has repeatedly deleted notices where requesting states failed to provide adequate justification within the allotted timeframe. However, non-cooperation can extend the review process, as the CCF may grant multiple extensions before reaching a final determination.
