Mexican authorities cannot arrest you solely on a Red Notice, as it is not an international arrest warrant. However, if the Red Notice is accompanied by a formal extradition request from the requesting country and a provisional arrest warrant issued by a Mexican federal judge, detention becomes lawful. Mexico’s Ley de Extradición Internacional requires the requesting state to submit a formal extradition package within 60 days of provisional arrest. During this window, challenging the underlying Red Notice through the CCF can be strategically critical to weaken the extradition basis.
