Why Turkey Is a High-Risk Jurisdiction for Red Notice Holders

Turkey sits at the intersection of Europe, the Middle East, and Central Asia — making it one of the most active Interpol cooperation zones in the world. For Russian, Ukrainian, Kazakh, and Azerbaijani nationals fleeing criminal prosecution at home, Turkey has become a primary destination. But this also means Turkish law enforcement is acutely aware of incoming Interpol alerts.

Turkey is a full Interpol member state and processes Red Notices through its national central bureau. Border entry points — Istanbul Atatürk, Sabiha Gökçen, Ankara Esenboğa, and Antalya airports — all run automated Interpol database checks. If your name appears on Interpol’s database, you can be detained at any of these points without warning.

Turkey does not currently have an extradition treaty with Russia, but extradition can still occur via Interpol diffusion notices, bilateral arrangements, or direct pressure from the requesting state’s diplomatic mission. The risk is especially acute for those holding Russian passports and entering Turkey on short-term tourist visas.

Risk Factor Turkey-Specific Details Our Response

Detention without treaty Possible under diffusion notices and bilateral pressure CCF challenge + urgent court applications
Politically motivated notices Turkey flag for Russian-origin notices in our case history Political persecution defence submission to CCF
Visa status complications Red Notice can trigger visa refusal or revocation National status verification + supporting documentation

What Happens If You Are Detained in Turkey on a Red Notice

If Turkish authorities arrest you in connection with an Interpol Red Notice, the following sequence typically unfolds:

  1. Initial detention: You will be held at the border or a police station. Turkish authorities have up to 48 hours to bring you before a court for a formal ruling on provisional detention.
  2. Interpol verification request: The Turkish national central bureau contacts Interpol’s General Secretariat to verify the Red Notice details and whether an extradition request is forthcoming from the issuing country.
  3. Court application by the requesting state: Within 40 days, the requesting country must submit a formal extradition request to the Turkish Ministry of Justice, backed by certified documentation.
  4. Turkish court proceedings: A Turkish criminal court reviews the extradition request. Your lawyer can challenge it on grounds of political motivation, risk of unfair trial, or violations of Articles 3 and 6 of the European Convention on Human Rights.
  5. CCF parallel proceedings: While the extradition is being contested domestically, we simultaneously file an emergency challenge with Interpol’s CCF to have the Red Notice suspended and deleted.

Speed matters enormously in these situations. The first 24–72 hours are critical for engaging local counsel and initiating CCF proceedings. Our team is available around the clock: +357 96 447475.

Preventive Protection: Stop the Red Notice Before It Stops You

If you are currently living in Turkey — or planning to travel there — and you believe a Red Notice may be issued against you, proactive legal action is far more effective than crisis management after an arrest.

A Preventive Request to the CCF allows us to place your case on Interpol’s radar before a notice is circulated. This involves submitting a legal memorandum to the CCF Requests Chamber explaining why any forthcoming notice would violate Interpol’s rules — typically citing political motivation, abuse of process, or violations of the Charter of Human Rights.

We have used this mechanism successfully for clients in Turkey who were aware of pending criminal proceedings in Russia, Ukraine, and Central Asian states. In several cases, the Red Notice was never issued because the CCF placed a pre-emptive hold on the requesting state’s submission.

Beyond the CCF, we also assist with Red Notice removal through full compliance challenges, and can advise on your residency status, travel document strategy, and how to interact with Turkish authorities if you are questioned. For extradition defence, we work with experienced Turkish counsel to mount the most effective domestic challenge.
