Cyprus — A Hub for Eastern Mediterranean Legal Challenges

Cyprus occupies a unique position in the world of Interpol defence law. As an EU member state with Common Law roots (Cyprus was a British colony until 1960), it provides robust legal protections while maintaining close cultural, economic, and political ties to Russia, Ukraine, Israel, Lebanon, and the broader Eastern Mediterranean region.

Interpol lawyer Cyprus Limassol — Red Notice defence

With an estimated 60,000-100,000 Russian nationals residing in Cyprus — many of them holding Cypriot citizenship or permanent residency — the island has seen a significant increase in Interpol-related cases since 2022. Russian businesspeople, Ukrainian war refugees, and Israeli nationals with CIS backgrounds all face distinct legal challenges here, and our Limassol-based team is uniquely equipped to handle them.

Cyprus courts apply a combination of EU law, Common Law precedents (including UK Supreme Court decisions on extradition), and the European Convention on Human Rights. The result is a sophisticated legal framework that, in the hands of experienced counsel, provides strong protection against politically motivated extradition requests.

Who Faces Red Notice Threats in Cyprus

Intercollegium has handled a wide variety of Interpol cases originating from Cyprus or involving Cyprus-resident clients. The main groups at risk include:

Cyprus Interpol legal services — Intercollegium
  • Russian nationals and Russian-Cypriots — Many Russian businesspeople obtained Cypriot citizenship or residency through investment; since 2022, they face potential Red Notices from Russia (for political reasons) or from Western states (for sanctions violations)
  • Ukrainian war refugees — Cyprus received a large influx of Ukrainian refugees after February 2022; some face Red Notices issued by Russian-controlled authorities in occupied Ukrainian territories
  • Israeli nationals with CIS connections — A significant proportion of Israeli nationals in Cyprus have Russian or Ukrainian backgrounds and may face Interpol notices from their countries of origin
  • Lebanese businesspeople — Given Cyprus’s proximity to Lebanon and strong business ties, Lebanese nationals involved in complex financial matters occasionally face Interpol-related legal issues
  • Offshore company directors — Cyprus is a major offshore business hub; directors of Cyprus-registered companies may face Interpol notices related to cross-border financial disputes

Cypriot Law and Extradition Framework

Cyprus’s extradition law is based on the Extradition of Fugitives Law (Cap. 9) as amended, bilateral extradition treaties, and EU Framework Decisions. As an EU member state, Cyprus applies the European Arrest Warrant for intra-EU cases. For extradition requests from non-EU states — including Russia, Israel, Ukraine, and Lebanon — the bilateral treaty framework and national law apply.

Cyprus and the Russian Community — Post-2022 Context

The Russian invasion of Ukraine in February 2022 fundamentally changed the legal landscape for Russian nationals in Cyprus. Overnight, Russia became the subject of the most comprehensive international sanctions regime in history, and many Russian businesspeople and their families in Cyprus found themselves in a legal grey zone.

On one hand, Cyprus — as an EU member state — is bound by EU sanctions against Russia and has taken steps to implement them, including cancelling the controversial Citizenship by Investment (CBI) programme. On the other, the Cypriot government has historically maintained close ties with Russia and has shown some pragmatism in handling individual cases.

  • Sanctions compliance — We advise Russian nationals in Cyprus on compliance with EU sanctions to avoid criminal liability, which could itself become grounds for an Interpol notice
  • Red Notice defence — We challenge Russian-issued Red Notices against our Cypriot-resident clients on grounds of political motivation and human rights violations
  • Citizenship protection — Where clients hold Cypriot citizenship, we advise on the absolute protection this provides against extradition
  • Residency and stay rights — We assist clients whose residency status may have been affected by sanctions or other post-2022 changes in managing their legal position in Cyprus

Frequently Asked Questions — Cyprus

If I have Cypriot citizenship, can I be extradited?
No. Cyprus will not extradite its own nationals. This is a constitutional principle in Cyprus and is reflected in all Cypriot extradition treaties. If you hold Cypriot citizenship, you are protected from extradition regardless of the country requesting it. However, a Red Notice may still affect your international travel — which is why we recommend challenging the notice through Interpol’s CCF even if you are a Cypriot citizen.
Can Russia extradite someone from Cyprus?
Cyprus suspended its bilateral extradition treaty cooperation with Russia following the 2022 invasion of Ukraine. Cypriot courts have also applied strong human rights protections to Russia-related extradition requests. While a formal legal suspension of all extradition cooperation does not exist, in practice it is extremely difficult for Russia to successfully extradite someone from Cyprus through legitimate legal channels.
I am a Russian national living in Limassol. Am I safe from arrest on a Red Notice?
Not automatically. While Cyprus offers significant legal protections, Interpol Red Notices are active in Cyprus’s police databases and can lead to arrest at border crossings or during police checks. The safest approach is to proactively challenge the Red Notice through Interpol’s CCF before it leads to an arrest. Contact us for a confidential risk assessment of your specific situation.
