What is the difference between a Ukrainian Interpol Red Notice and a Diffusion notice?

A Red Notice is published internationally through Interpol’s databases and is visible to all member states’ law enforcement agencies. A Diffusion notice is a lower-profile alert that Ukraine can circulate directly to specific member states without Interpol’s General Secretariat review — making it harder to detect but still capable of triggering arrest in practice.
