How is an Orange Notice different from a Red Notice?

A Red Notice requests provisional arrest for extradition. An Orange Notice warns about a threat — it does not authorise arrest. However, both circulate through the same Interpol systems and can trigger serious real-world consequences. Both can be challenged via the CCF.
