Can Russia issue a Red Notice even if I have asylum or refugee status?

Yes, Russia can technically request a Red Notice even if you have been granted asylum in another country. However, this is one of the strongest grounds for CCF challenge: Interpol’s rules explicitly prohibit the use of its channels in ways incompatible with the political nature of the asylum grant.
