Which countries are not members of Interpol?
As of 2025, Interpol has 196 member countries — effectively all recognised sovereign states. Kosovo, Taiwan, and certain micro-states are not members. North Korea and a few others have membership but limited engagement. However, many non-member territories still cooperate informally with Interpol member states. Does Interpol operate in non-member countries?
Interpol can share data with non-member states under specific bilateral agreements. Most major transit and destination countries are members. If considering travel to a non-member jurisdiction as a “safe haven,” be aware that bilateral police cooperation and extradition mechanisms may still apply. Can a Red Notice be enforced in a non-Interpol country?
