What authority do Interpol notices actually carry?

An Interpol notice is a request to member countries’ police forces — it carries the weight of that country’s own law. In most countries a Red Notice can justify provisional arrest pending extradition proceedings. However, the legal effect varies: some countries require independent judicial authorisation; others act immediately upon identification.
