Can INTERPOL directly arrest someone?

No. Interpol has no police powers and cannot directly arrest anyone. Interpol is an intergovernmental organisation that facilitates cooperation between national police forces. Arrests are always made by national law enforcement agencies responding to Interpol notices. Interpol issues the notice; the local police make the arrest.
