No. The European Arrest Warrant operates only between EU member states. Outside the EU it has no direct legal effect, though the issuing country may pursue extradition through bilateral treaties or an Interpol Red Notice in parallel. If you are outside the EU, the requesting country must use other legal mechanisms.
